Collect grants and revenues with no new taxes

Given
the restrictions of the Taxpayer’s Bill of Rights Amendment (TABOR),
government entities have to get voter permission to go find money out
there in the world and spend it. This question only asks if the Lyons
library district can collect revenue that isn’t from taxes. We’ve seen a
virulent smear campaign from the always-vocal anti-library-fine lobby,
but we’re recommending a yes vote anyway.
